The person who’s sole responsibility for managing their TTRO process is Highways Assets Officer, Pam McGuckin.  

“As one of the smaller Highways Authorities in the country, managing our TTRO’s using spreadsheets hasn’t really been problematic so we aren’t really looking at solving any existing problems with what we do. It’s more about the future really. In the last three months alone, we’ve received as many TTRO’s as we did in the  previous six months, so anything we can do to automate and streamline is going to be critical moving forward“ 

We’d been involved in all the DfT webinars and so know that D-TRO’s are going to become mandatory. Once that happens, there’s no way we can test the market, identify, procure and implement a solution in twelve weeks, so we decided we wanted to be an early adopter.

Before Aurora, Darlington’s TRO and TTRO processes were spread across multiple systems, spreadsheets, and manual workarounds. While each element worked in isolation, the lack of integration introduced duplication, inefficiency, and risk.

Consultation responses and statutory notice periods were monitored using spreadsheets, increasing the risk of missed deadlines or incomplete records. There was no integrated spatial view to help officers understand restriction extents, diversion routes, or conflicts with other works. Alongside these operational challenges, the introduction of national DTRO requirements added a new layer of urgency. Darlington needed a solution capable of digitally creating, managing, and publishing TTROs directly to the Department for Transport (DfT) DTRO service. Their existing tools simply were not designed to support this shift.

At the same time, national DTRO requirements meant Darlington needed the ability to digitally publish TTROs and submit them directly to the DfT servicesomething their existing setup was not designed to support. 

Bob continued, We went through our usual procurement process and Symology’s Aurora solution was extremely competitive in terms of price but also because of our existing relationship, further developing the Aurora service that we already have was the path of least resistance”.

The Process

Symology and Darlington began with a structured Discovery Workshop to fully understand current challenges, workflows, and future goals. Together, the teams mapped the end‑to‑end TTRO lifecycle and defined how Aurora should be configured to support it. 

Between September–October 2025, this collaboration translated into iterative configuration across Aurora, including: 

  • Casetype specific rules for TTROs. 
  • Duration and consultation period handling. 
  • Default ownership rules to remove internal bottlenecks. 
  • Dashboard widgets for realtime operational oversight. 
  • Activation of DTRO publishing in both Test and Live environments. 

With Aurora quickly configured, testing could begin ahead of a proposed go live of January 2026.  

“By the time we got to the start of December 2025 we felt we had tested the system to death. There really wasn’t any point in us testing anymore just to fall in line with the project plan, so we ended up bringing the go live forward by a month“.  

Darlington now manages its entire TTRO process in one integrated system. 

This realtime view has replaced static spreadsheets with a shared operational picture across traffic, street works, and permit teams, improving collaboration and accountability.

The partnership between Darlington and Symology extended beyond initial implementation. As Aurora was used in real operational scenarios, Darlington identified opportunities for further enhancement, which fed directly into Symology’s product roadmap.

These included support for multiple regulation types within a single order, more flexible handling of timebased parking conditions, and offset plotting for DTRO geometries. When a complex multipart geometry issue was identified, Symology investigated the root cause, resolved it, and scheduled a fix into a future release, reinforcing confidence in both support and ongoing product development.

By working closely with Symology and implementing the Aurora D‑TRO solution, Darlington has moved from fragmented, manual processes to a single, auditable, and automated workflow, giving users confidence, clarity, and full lifecycle control over every order.
